審議與參與

中國的參與式預算、社區營造與審議民主走過三十年，參與的形式一路擴張，居民能決定的那個上限始終沒變。溫嶺全市十三年的有拘束力通道移動 6,183 萬元，澤國鎮一鎮一年的無拘束力通道就移動約 7,345 萬元。停下來的東西，落在授權者願不願意回應這一層。

從 Danielle Allen 的政治平等、參與權利、權力分享自由主義與數位公共基礎設施論述，重新理解 DCI 與數位身分，說明為什麼公民證明要讓 voice 走向 influence。
